Cancels a mandate the customer revoked, so that no further collections use it. A mandate with status created or confirmed can be canceled. canceled is a terminal status: to collect from the same bank account again, create and confirm a new mandate.
Canceling an already canceled mandate returns it unchanged.
An event with type payment_instrument_mandate.canceled will be created.
